Virginia's current utility disconnection policies for medically vulnerable customers is more than a decade old, and in need of updates that would align our practices with those in other states.

HB664 would update these policies for all regulated water, gas and electric utilities (municipal utilities would still have authority to determine their own policies for such customers), and:

  • Allows customers with infants to benefit from a delay in disconnection;
  • Grants medically vulnerable customers more time to file a petition for delay from disconnection with their utility and permitting nurse practitioners to authorize that form; and
  • Grants 60-day delay for qualifying customers.
