In 2020, the General Assembly passed the landmark Virginia Clean Economy Act (VCEA), creating a framework for an orderly transition to a zero-carbon electric sector by 2050. The law relies on a continuous program of carbon dioxide emission reductions, aided by mandatory energy efficiency savings and the deployment of increasing amounts of solar and wind energy, including special provisions governing the development of offshore wind energy.
